This dialog allows you to rotate, scale and shift coordinates, when the Disabled box in unchecked.
Rotation
The rotation is specified by an origin (center point) x, y, and z, and an angle (measured counter-clockwise in degrees). The rotation is only applied to absolute coordinates

Figure 1 shows the original file with two absolute points, denoted by the asterisks, broken and rotated only at those points. The origin (center point) is station 0,0 and the rotation is 40 degrees
Shift (offsets added)
The coordinate shift (translation) is specified by an Offset X, Offset Y and Offset Z. These offsets are added to absolute coordinates only.

Scale Factor (multiplier)
These scale factors are applied to absolute coordinates only.

NOTE: The rotation is done before the scale. The shift operation is performed last.
