Level of Detail Optimization
Level of Detail (LOD) Optimization is used to speed up the display of large data sets which cover a large geographical area.  The idea is that when the user zooms out far enough the display of features is simplified (approximated) to improve the display speed.  When the user zooms in the features are displayed at full resolution.
Associated with Level of Detail Optimization,  is a Maximum Working Scale.   When the screen is displayed at a scale larger than the Maximum Working Scale LOD optimization is activated.
NOTE: If you are working with small data sets (< 200,000 points), it is recommended that Level of Detail (LOD) Optimization be turned off.
